The trees are being removed for a variety of reasons, most commonly because they are diseased, they are cracked due to windstorm stress, they are bug-infested, or they are already dead. Tree removal will allow for easier snow clearing in winter and prevent treefall risks.</p>
<p>Wherever possible when the wood is in good condition for firewood, Public Works leaves it for pickup after removing branches. If there is insufficient space, the wood is taken to the transfer station. Wood is taken on a first-come, first-serve basis. 										<content:encoded><![CDATA[<h2>Acceptable Waste</h2>
<p>Place these in the<strong> bear-proof bins </strong>or take directly to the <a href="https://www.lakeland521.ca/departments-services/public-works/transfer-station/">transfer station</a> in large amounts.</p>
<p>The bylaw speaks to what isn&#8217;t permitted more than it speaks to what is. Generally, &#8221; household waste” means any solid that is an organic or inorganic material, including by-products discarding in the manufacturing process, empty or partly-empty tins, boxes, cartons, containers; discarded fabrics and papers, discarded utensils. Household waste does NOT include human excrement. Essentially, <strong>household waste is your kitchen and bathroom garbage, in addition to paper and cardboard contaminated by food</strong>, not including hazardous waste (see &#8220;unacceptable waste&#8221; below).</p>
<p><strong>DO NOT dispose of waste that is recyclable or considered unacceptable waste (see below).</strong> Consider also the volume of waste being disposed&#8230; a full pickup truck can be taken to the large bin at the <a href="https://www.lakeland521.ca/departments-services/public-works/transfer-station/">transfer station</a> free-of-charge, and the transfer station is open every day until the end of August.</p>
<h2>Recyclable Materials</h2>
<p>Place these in the <strong>recycling bins </strong>or take directly to the <a href="https://www.lakeland521.ca/departments-services/public-works/transfer-station/">transfer station</a> in large amounts.</p>
<p>Newspapers, flyers, inserts, flattened cardboard, box and paperboard, cartons, milk cartons, juice cartons, Paper- Office bond, photocopier paper, paper bags, envelopes, letter paper and computer printouts, telephone books, catalogues, magazines, Household tin cans, aluminum cans, Plastic shopping/store and grocery bags, Plastic soft drink and water bottles, Household plastic containers and bottles</p>
<p>Above items must be free from any soil or contamination and in the case of any container must be rinsed and caps removed. Plastic items must have the recycling arrows with a number 1 through 7 on the bottom. <strong>Please flatten cardboard boxes to not overfill the bins. </strong><a href="https://www.lakeland521.ca/wp-content/uploads/2017/12/GuideToRecycling.pdf">Click here for a printable recycling guide.</a></p>
<h2>Unacceptable Waste</h2>
<p>Any automobile parts, batteries, liquid waste, hazardous substances, tires, building materials, fences, gates or similar fixtures, dead animals or parts of dead animals, concrete, grease, inflammable substance, furniture, major appliances, oil, propane tank, paint, and tires.</p>
<p>Sod, soil, and grass clippings can be taken directly to the transfer station free of charge.</p>
<p>Items over 1 meter in length and material that presents a health or safety risk to a person collecting (such as broken glass, sharp edged tin, exposed syringe, and any other such waste identified by the Public Works Manager.) should be taken directly to the transfer station.</p>

<p>This work is being undertaken with the following expected benefits:</p>
<ol>
<li>Provide parallel parking on cabin side along most of road upgrade.</li>
<li>Widen the road to 6.2 meters to meet requirements of emergency services including Provincial Wildfire Service, LDFD, Parkland Ambulance, and LDPS.</li>
<li>The road upgrades allow water trucks, sewer trucks, waste removal trucks and District of Lakeland maintenance equipment to pass without pulling into driveways.</li>
<li>Construction of a drainage ditch on the north east side of Neis Drive will allow snow and rain water to move along the ditch to the WSA channel, instead of it mowing along the road surface. This should eliminate many of the recurring potholes.</li>
<li>Where ground slope allows, the Public Reserves between the cabins will be used to drain water from the cabin side roads.</li>

										<content:encoded><![CDATA[<h3><strong><u>Concerning Anglin Lake Property Owners</u></strong></h3>
<p><em>From 400 to 410 Francis Street; 401 to 501 Channel Crescent; and 102 to 110 Francis Street.</em></p>
<p>Notice has been provided from the District of Lakeland #521 to the owners of the above noted Anglin Lake properties of the District of Lakeland # 521’s intention to complete the following roadworks:</p>
<ol>
<li>Deepen, widen and move the ditch toward the east side of the road allowance along 501 Channel Crescent;</li>
<li>Lower culvert to the back alley by 417 Channel Crescent;</li>
<li>Construct a ditch on the east side of 414 Francis Avenue; and</li>
<li>Install a culvert feeding into the ditch along 501 Channel Crescent.</li>
</ol>
<p>This work is being completed in order to achieve the following benefits:</p>
<ol>
<li>Drain standing water that flows into east side of 414 Francis Avenue from 2 roads and other lots to the lake.</li>
<li>Prevent potholes from forming on the road by 414 Francis Avenue.</li>
<li>Drain water accumulating at the back alley from several lots between 417 Channel Crescent and 414 Francis Avenue.</li>
</ol>
<p>The construction would be completed in 2021.</p>

For the new contract, the District is removing the individual roll out bins and replacing them with 30-50 larger bear-proof and recycle bins strategically placed across the District.</p>
<h3 style="text-align: center;"><strong>THE ROLL OUT CARTS WILL BE COLLECTED BY DISTRICT STAFF BY SUBDIVISION</strong></h3>
<p><strong>In the meantime, the individual roll out carts can still be used until they are removed from your property by the District.  In using the roll out carts, please keep in mind the following:</strong></p>
<ul>
<li>Food waste should go in the large bear proof bins and not the roll out carts;</li>
<li>Recyclable materials are not permitted in the roll out carts and should go in the large recycle bins or to the transfer station;</li>
<li>Branches, leaves and grass clippings are not permitted in the roll out carts and should be taken to the transfer station (at no charge);</li>
<li>The large bear proof bins are for food waste only and not for toilets, lawn chairs, renovation material, cushions and other non food items that need to go to the transfer station; and</li>
<li>The District is not charging District ratepayers at the transfer station in 2021 with the exception of appliances with freon.</li>
</ul>

<p>The transition will happen over the course of the next four to six weeks as replacement recycle and bear proof bins are available for each area of the District.  When the bins have been placed, the carts will be removed over the week.</p>

<h2><u>COMMON QUESTIONS AND COMMENTS</u></h2>
<ol>
<li><strong> Why did Council make this decision?</strong></li>
</ol>
<p><strong>Answer:</strong> The decision to change the service has been made after getting feedback about the bear population. The style of container is inappropriate for bear country, and the hours of pickup to minimize bear interference was very limiting to residents. Saskatchewan Environment has approached Council on a couple of occasions asking that the collection process be reviewed.</p>
<ol start="2">
<li><strong> I was paying for this service before, will there be a reduction in my taxes? </strong></li>
</ol>
<p><strong>Answer:</strong> There was previously a cost of $70.00 per year per developed lot for the “Sanitation Levy”.  This only included the amount for pickup of the roll out carts and did not include the cost for the landfill fees, the tipping charges at the bear proof bins, or the cost of the recycle.  This levy has now been eliminated.</p>

<li><strong> Will there be pickup of the roll out carts between June 1 and when my subdivision is scheduled?</strong></li>
</ol>
<p><strong>Answer:</strong> Yes, however, please keep in mind the following:</p>
<ul>
<li>Food waste should go in the large bear proof bins and not the roll out carts;</li>
<li>Recyclable materials are not permitted in the roll out carts and should go in the large recycle bins or to the transfer station;</li>
<li>Branches, leaves and grass clippings are not permitted in the roll out carts or bear proof bins and should be taken to the transfer station (at no charge);</li>

<li><strong> So am I forced to pay a fee to take my household waste to the transfer station?</strong></li>
</ol>
<p><strong>Answer:</strong> No, there is no charge at the transfer station for Lakeland ratepayers in 2021.  Please keep in mind that the roll out carts were always only intended for food waste and small household items.  If recycling is done as required, and other yard waste is taken to the transfer station as required, there should only be a small amount of material that should go into the bear proof bins.</p>
<ol start="5">
<li><strong> Why are there recycling bins located by each bear proof bin?</strong></li>
</ol>
<p><strong>Answer:</strong> The District is hopeful that being able to take recycling to the same location as food waste, will result in less recyclable material in the bear proof bins.</p>
<ol start="6">
<li><strong> The new bin policy will cause difficulty for elderly, infirm, and many people who cannot manipulate the heavy awkward bin lids.</strong></li>
</ol>
<p><strong>Answer:</strong> The waste bins will be reduced in size from 6 yard to 4 yard and picked up more often.  The smaller bins will be easier to use because they are about a foot lower.</p>

<p><strong>Answer:</strong> The bins locations will be built up in order to provide better access and not block traffic.</p>

<li><strong> Bin location and numbers can not accurately be predicted with respect to demand, so overflow garbage bags will be littering the bin areas.</strong></li>

<p><strong>Answer:</strong>  We cannot assume overflow and recognize that this will be a trial-and-error process.  Greenland has provided assurance that they will be able to accommodate additional lifts to ensure overflow is avoided.</p>
<ol start="9">
<li><strong> There will be traffic pile-up at the bins Sunday nights, as weekenders leave Lakeland – these areas are not designed for traffic.</strong></li>
</ol>
<p><strong>Answer:</strong> This is difficult to anticipate, however people do not all leave at the same time, there will be several areas with bins to be used, and some people may choose to take their garbage home with them if there is a line.</p>
<ol start="10">
<li><strong> Why were ratepayers not consulted or notified of this change?</strong></li>
</ol>
<p><strong>Answer:</strong>  Council and administration have received constant feedback about the bear issue for the past several years.  Since the agreement with Greenland was a three-year agreement, this decision could not have been made earlier. This issue has gone to council on many occasions, and the meeting discussing the change was public with the agenda available online.</p>

<h3><strong><u>Waste and Recycling Collection Contracts</u></strong></h3>
<p><strong>At the April meeting (<a href="https://lakeland.allnetmeetings.com/pubs/publicAgenda.aspx?aId=53F9130F-90FC-41E2-8812-4369978E1B85">Agenda here includes proposed locations</a>), it was determined that a three year contract with Greenland Waste will provide for the elimination of the individual roll out carts and the addition of 30-50 larger shared bear proof bins throughout the District with a recycling bin at the same location of each bear proof bin.  The existing contract expires May 31, 2021; however the replacement of the individual carts will take place over the course of the month of June and potentially into July. The transition will happen by subdivision.  Please refer to the District Website for updates on this process.</strong></p>
<p><strong>Transfer Station</strong>: The transfer station has been relocated between the shop and the old lagoon.  Council has resolved to not charge for District ratepayers at the transfer station for the balance of 2021 with the exception of Fridges, freezers, water coolers and air conditions that contain freon.</p>
<h3><strong><u>Mill Rate and Base Taxes</u></strong></h3>
<p><strong>Council received and reviewed the draft operating budget and options for Uniform Mill Rates and Base Tax levels.  </strong>The overall assessment decreased as a result of the Revaluation Process of updating all the assessed values in the Province.  In an effort to keep tax increases to a minimum in this uncertain time, Council resolved to leave the Uniform Mill Rate at 2.34 and to increase the base taxes for land and improvements $35 each.  This means that a developed property will have base tax of $270 rather than $200, however the sanitation levy has been eliminated which was $70 for most developed residential properties.  <strong>This does not include the School Mill Rates.</strong></p>
<p><strong>Organized Hamlet of Elk Ridge:  </strong>Mill Rate is 2.77; Sanitation Levy remains in place; Base Tax remains at 2020 levels.</p>
<p>Now that the Mill Rates and base taxes have been established, the office is able to provide an updated estimate of your 2021 Tax Levy.  Tax Notices will be sent after the June 30 deadline for assessment appeals has passed.</p>
<h3><u>Delegations</u></h3>
<ul>
<li>Dave Stangier, addressed Council to gauge support for a request to purchase a portion of the lot adjacent to his Anglin Lake lot owned by the District. The request is to accommodate an accessory building for storage.  Council deferred the request to Administration to determine steps and options available if Council should wish to consider the request.</li>
<li>Willie Unger, McPhee Lake property owner, addressed Council to request that property known as Gateway Resort (which he has an agreement for sale pending) be rezoned from Commercial 1 to Residential 1 – High Density in order to accommodate a 13 lot bare land condo development. Council approved the Bylaw to rezone to a Public Hearing at the June 14 Council meeting.</li>
</ul>
<h3><u>Public Hearings</u></h3>
<ol>
<li>A public hearing was held to receive input regarding an application to establish seasonal camping spots at Elk Ridge Resort. There was 1 written submission received indicating no concerns and the application was approved.</li>
<li>A public hearing was held to receive submissions regarding Bylaw No. 6-2021 to rezone a portion of Elk Ridge Resort property from Rural Forest to Resort Commercial District in order to provide for the establishment of 128 additional camping spots. There were no written or verbal submissions received. The Bylaw was given 2<sup>nd</sup> and 3<sup>rd</sup> readings and will be forwarded to Government Relations for Ministerial approval.</li>
</ol>
<h3><u>Reports, Discussion and Actions</u>:</h3>
<ul>
<li><strong>Public Works:</strong> a proposed 2021 Road Program was provided with priorities and approved.  The Neis Project, Bells Beach Access and Ambrose Road are to be completed by contractors with the financing coming from reserves.  Projects at Anglin Lake and Guise Beach will be completed with municipal forces.  A number of other projects are included time and weather permitting.</li>
<li><strong>Protective Services:</strong> March statistical report, provincial and inter-agency updates.</li>
<li>An amended<strong> Nuisance Abatement and Property Standards Bylaw</strong> was adopted. Bylaw 10-2021 has removed reference to camping units being prohibited from habitation within the municipality.  This is a result of the RV Bylaw adopted at the April meeting.
<ul>
<li><strong>Building / Development:</strong> April permit report was received.</li>
<li>Two proposals for replots of single streets at Poplar and Burberry were reviewed and authorized to proceed. Reports on communication towers and aquablasters were referred back to Administration for further review and a two lots were approved for re-subdivision into 3 lots at Doran Park approved.</li>
<li>Council regretfully acknowledged Leslie Tuchek’s resignation as Emergency Measures Coordinator and appointed Cheryl Bauer Hyde as Emergency Measures Coordinator effective June 15, 2021 and to be reviewed in September, 2022.</li>
</ul>
</li>
<li><strong>Administrator’s report</strong> included the Draft operating budget; Draft 5 Year Capital Plan; Action / Motion item report; Ratepayer Concerns; financial reports; and an update of other activities in the office.</li>
</ul>
<h3><u>Other matters of business</u>:</h3>
<p><strong>Received communications</strong>: SARM; Government Relations and Wapiti Regional Library.</p>
