Terms of Reference

Purpose:

To positively alter the attitude and behaviours of all users of Lakeland such that everyone is aware, engaged to respect and protect the natural environment.

Role:

To advise, monitor, implement, report on portions of the District of Lakeland Environment Management Plan as directed and approved by Council.

To consult with ratepayers, representatives from government agencies, non-government organizations such as PARCS and environmental bodies, as required.

Other duties as assigned or required by Council.

Composition:

Each cottage / community association (Anglin, Emma/Christopher, Elkridge, McPhee) may recommend a representative.

Council and committee members may recommend ‘at large’ ratepayers.

Two members of Council shall be appointed, one of whom will serve as Committee Chair, and one as alternate representative. The term of a Council member will expire with their term of office.

The Committee shall select a secretary from among its members.

The Committee shall be made up of no less than 6 members and a maximum of 10 members.

Term:

Appointments will be made annually as part of the regular Council appointment process (August), with no limit to the number of terms that may be served.

When a councillor vacancy occurs, the Council shall appoint a replacement person within one month from the date the vacancy occurred. If a vacancy occurs from the cottage/community associations, they will be asked to recommend a replacement. If an ‘at large’ member resigns, the Committee/Council may recommend a replacement dependent on a desired skill set, committee composition, etc.

Meetings:

There will be at least six meetings per year but preferably monthly.

Attendance:

Attendance is encouraged on a regular basis. If a Committee member is absent for more than three (3) consecutive meetings without valid reason and notification to the Chair, recommendation for their removal will be forwarded to Council for approval.

Potential members or resource people may be invited to attend specific meetings with the approval of the Chair.

Quorum:

Fifty percent of appointed members plus one which is either the Chair or alternate councillor. 

Resource:

The District will provide meeting space, photocopying, and an annual budget based on a submitted and approved budget.
