This update will cover both the April and May Council meetings. The meeting agendas with supporting documents, if applicable, are posted on the website under the Council (Meeting Agendas) tab. For additional information and to view reports and documents, please refer to the applicable agendas.
Staff and Council reports / discussion included:
- S/Cst M. Hatzenbuhler was granted leave without pay effective April 25, 2019 ending June 3, 2020. S/Cst J. Fudge was approved as replacement for the period of this leave of absence.
- Authorized the hiring of seasonal public works employees – Kelly Fremont, Kim Bueckert, Nadine Lavoie, and Bailey Rennie.
- Set the Emma Lake Transfer Station hours:
- May, June, September, October: Monday, Wednesday, Friday, Saturday from 9am – 4pm.
- July, August: 7 days per week from 9am – 4pm.
- Following a public hearing at which no written or verbal submissions were received; approved Bylaw 1-2019 which is an amendment to Zoning Bylaw 17-2013 adding ‘tattoo / art studios to the list of discretionary commercial uses in the RF – Rural Forest District.
- Delegations and ratepayer requests included:
- Deborah Black – proposal to rezone a portion of crown land south of McPhee Lake in order to accommodate establishment of a retreat facility (greenhouse operation involving cannabis and camping facilities).
- Rob Pellegrini – discussion regarding purchase of small portion of lake adjacent to 110 Lakeshore Drive, Emma Lake.
- Coffee Shop and Equipment Rental Shop proposal (Sunnyside Resort property).
- Rezoning request from Daniel & Kathleen Freychet.
- Amalgamation of legal lots from David Thera.
- Approved the 2019 Operating and Capital Budget, and the 2019 Mill Rate which remains unchanged from the 2018 rate of 2.34 mills. Received communication from the Province of Saskatchewan confirming that the 2019 education property tax mill rates are unchanged from the 2017 and 2018 taxation years.
- Approved the 2019 salary grids and changes to the Human Resource Policy.
- An automated property tax payment program (monthly – TIPPS) will be implemented for the 2020 tax year.
- Tax notices, information newsletter, and environment advisory communication will be mailed out by the end of May.
- Reports and information included the SK Solid Waste Management Strategy, Wapiti Regional Library, North Central Lakelands District Planning Commission, Christopher Lake Library, CPL Recreation Committee, Environmental Advisory Committee, North West Central Waste Management Corporation, Prince Albert detachment of the RCMP, and the Provincial Association of Resort Communities of Saskatchewan.
- Repealed the Bell’s Beach Road Closure Bylaw as the provincial agencies involved did not approve the closure.
- Authorized the Saskatchewan Water Security Agency to begin pumping from Anglin Lake to Emma and Christopher Lakes to maintain levels between the established minimum and maximum levels.
Ratepayer comments related primarily to garbage, trees, beavers, and roads.
As mentioned in every update, while the contact information for Council Members is on the website and/or available through the District office, we encourage you to contact the District office if you have a concern or require municipal services so that it can be addressed in a timely manner. Saying thank you is always a good reason for a phone call as well, and greatly appreciated by our Staff and Council.
