As of the June meeting, the District will:
- Prepare for limited opening of the office to the public in compliance with provincial guidelines around social distancing. Staff will continue to respond through electronic means and scheduled appointments.
- The Emma Lake transfer station will accept sorted materials at no charge (at the discretion of the transfer station attendant) and open on Sundays during June.
- Continue to monitor and adhere to provincial guidelines regarding social distancing, group gathering restrictions, and re-opening of public facilities such as parks, playgrounds and beaches.
Public Hearing and Delegations:
- Public hearing for the amendment of Zoning Bylaw 17-2013 to add Cannabis Retail Store to the discretionary uses in the Retail and Service Commercial district, and special development standards and regulations. No ratepayer input was received.
- Brent Friedt, SK Assessment Management Agency (SAMA), provided the estimated timelines for the distribution of the 2021 Revaluation preliminary assessment values. The 2021 Revaluation information is released and implemented in January 2021.
- Elk Ridge Estates Condo Corporation regarding a building approval request. This matter was tabled for further investigation and discussion between the Condo Corporation Board and the District Development Department.
Reports, Discussion and Actions:
- District Council elections have been postponed by Elections Saskatchewan until August 29, with the advance poll on August 22.
- The ATV 2020 Bylaw and North Central Lakelands Inter-Jurisdictional ATV agreement with the RM of Paddockwood and the Great Blue Heron Provincial Park were reviewed and approved. The Bylaw provides for the regulation of all terrain vehicles, opportunities for family sport and recreational activities, and establishing a fund to help improve multi-use trail systems. Provision for the licensing of ATV vehicles is provided for in the ATV Bylaw, and additional information will be provided on the process and costs.
- Building / Development: May and June permit reports, final reading of the Cannabis Business License Bylaw 8-2020 and Cannabis Zoning Amendment Bylaw 9-2020, and consideration for two Zoning Bylaw amendments related to the height restriction for accessory buildings and stockpiling material in the Rural Forest District, and preliminary discussion related to Reserve #1 McPhail Cove.
- Public Works: trees, beaches, roads, dust proofing, drainage, landfills, lagoons, equipment, and occupational health & safety. Summer staff were approved: Bailey Rennie and Tyler Gusdal. BCL Consulting will make tenders available for the wastewater project on June 15 with a June 29 deadline.
- Protective Services: May statistical report, provincial and inter-agency updates, and staffing. Jamie Fudge resigned effective May 29, and Brandon Kadachuk will begin June 8 through the Federal Government summer student position.
- Administrator’s report included the Action / Motion item report, Municipal Economic Enhancement Project (MEEP), MuniSight Proposal for Asset Management Grant Application, List of Lands with Arrears, and approval of the Gas Tax Program allocation to the Neis Drive project.
- Other matters of business:
- Written reports received from the Reeve and the Division 1 Councillor newsletter.
- Agreement to participate in the Respect in the Workplace program beginning in Fall 2020.
- Ratepayer concerns consisted primarily of garbage and road issues. Concerns were received regarding the implementation of a park permit fee for access to the Great Blue Heron Provincial Park. A letter will be directed to the Minister of Parks, Culture & Sport, Hon. Gene Makowsky, expressing ratepayer concerns with the implementation, timing and communication.
- Organized Hamlet of Elk Ridge: Motions were passed approving the Voluntary Restructuring Agreement between the Hamlet and District, and consent to the resort village proposal. Motion 2020-119 – non-consent for the resort village application was rescinded.
- Received communications: Government of Saskatchewan proposed 2020 Traffic Count Program, SaskTel proposed tower construction, Provincial Association of Resort Communities of SK (PARCS) newsletter, North SK River Basin Council Membership Update, SAMA municipal inspections, and Prince Albert National Park Update.
